The argument went &quot;Well they can&#039;t deliver it anywhere&quot; which of course was true for about a year or two. Anyway when confronted by evidence they were testing nuclear weapons, the leader of Pakistan quipped he didn&#039;t need a missile he could deliver it on an oxcart. Similarly the South African program was so quick and dirty they never bothered to test their design and built it to be pushed out the back of an old bomber or cargo plane if need be.  People think this is next century stuff. It&#039;s not. The first 3 atomic bombs in the world were pulled together from scratch with no known previous science using paper and pencil and no computers in under 3 years.]]></description>
