I have faith in their intellectual abilities. I’m sure they will find some rationale, however thin and false, to blame the Jews for Arab intrasigence.

But just before that (in § 8)it “reiterates its call for intra-Palestinian reconciliation … as an important element for the unitiy of a future Palestinian state and for reaching a two-state solution”. So the EU “opposes” violence, but first and foremost the terrorists should join the Palestinan government.
