Cash for clunkers fulfilled its goal, assuming the goal was to spend a couple of billion dollars more than planned, mostly enrich foreign auto manufacturers, and drive up the price of the used cars that poorer people tend to drive. How can we not trust them to manage something much huger just as well?]]></description>
