After the release of the statement, Secretary Rice condoned the participation of HAMAS in the elections, because after all the Palestinians are &lt;a href=&quot;http://www.state.gov/secretary/rm/2005/53612.htm&quot; rel=&quot;nofollow&quot;&gt;in transition&lt;/a&gt; to democracy, and these things can&#039;t be rushed.
