		<description>As I understand it, the thing called International Law consists of treaties between sovereign nations.  Hamas is not a sovereign nation, neither is Gaza.  They have not signed any treaty nor are they eligible to.  The PA has signed treaties, at least the Oslo agreement, but is no longer running Gaza.
The upshot is that Hamas cannot be seen as violating International Law, specifically, the Geneva Conventions.  Again, they have not signed them.  Neither has the PA.
If one side of a conflict is not subject to International Law, can the other side be?  Law for just one side?
Notice they never say specifically which &quot;International Law&quot; is being violated.</description>
