In particular, does he mean an artificial crisis, that would not exist if not for deliberate action by polititians? Personally, I think a lot (not all, of course) of the problems we're facing today were created (or at least made worse) by Congress's actions. And I think (based on Biden's statement) that he was in on the plan from the beginning, but (obviously) couldn't be trusted to keep his mouth shut.
