He quotes a "UN envoy to Somalia" as asserting this but again without any supporting evidence. I might be willing to believe that other countries have taken advantage of the anarchy in Somalia to overfish its waters and/or dump toxic waste there but I would want to see actual evidence of such misdeeds rather than bare assertions.
