Arafat said he was going to renounce terrorism and said he was going to drop the clauses from the Palestine National Covenant that called for terrorism and for the goal of destroying Israel. That&#039;s all he had to do and once he said he was going to do all that, it was incumbent on Israel to grant him serious concessions.

The fact that he never actually did any of that stuff is immaterial, since all he had to do was say he would do it.</description>
