All transfer payments to the Palis should be cut off. No more welfare. The Iranians and Saudis might send money, but the iranians have their own economic problems and the Suadis are notorious skinflints where their "Arab Brothers" are concerned. Let the Palis, all of them not just in Gaza, work or starve. If they have to earn their own livings they won't have time for terrorism.
