As an additional attraction it is an annoyance and even a threat to the US, which they resent for winning the Cold War, as well as for reasons such as envy of US wealth and power. Once again they are not looking at any longer term consequences of what they are doing. They are even less sophisticated and foresighted than are the French. Once the Iranians build some warheads (using the Russian equipment) the Russians will say, "Do what we tell you or we will detonate all your bombs in place".
