The fact that the State Dept. didn't report "agreement on several (unspecified) substantial issues" must mean that they barely exchanged pleasantries. The lack of reporting "a frank and open exchange of ideas" means they didn't say enough of significance to even get into an argument. It seems entirely possible that we didn't send an Arabic speaker, and they didn't provide an interpreter. Remember, diplomatic meetings never fail.
