The fact that the State Dept. didn&#039;t report &quot;agreement on several (unspecified) substantial issues&quot; must mean that they barely exchanged pleasantries. The lack of reporting &quot;a frank and open exchange of ideas&quot; means they didn&#039;t say enough of significance to even get into an argument.

It seems entirely possible that we didn&#039;t send an Arabic speaker, and they didn&#039;t provide an interpreter.</description>
