What he needs to do is establish a civil administration, including controlling the use of force, and absolutely ceasing anti-Semitic, anti-Israel incitement. Unless he does this, no agreement will will last long enough for the ink to dry. This is not the first war they've launched at lost, and when they lose a war the world almost unanimously insists that Israel must make concessions to ensure peace.
