		<description>It wouldn&#039;t surprise me in the least if the CIA had a file on every crackpot 9/11 conspiracy theory.  And on the JFK assasination theories, etc.

They have to open a file, investigate, prove the claim false, and then archive the results.  This way, when someone else makes the claim in the future (when the people directly involved are retired, deceased or otherwise unavailable), they will have an official file to consult for the facts.  Without that file, they&#039;d have to investigate all over again.

They can&#039;t just dismiss a report out of hand, no matter what it says.  They can&#039;t take the chance that the crackpot theory might be true - the results of dismissing such a theory could be disastrous.</description>

Do the Intelligence agencies have no capable analists available to wade through the chaff?
The Mossad would set up an operation with the PFLP which had been responsible for just about all the hi-jackings and terrorist attacks against Israel, including the Lod Airport massacre of passengers just to screw Arafat and his PLO?
So basically the Israelis would partner the rejectionist front which was even more extreme than the PLO and sacrifice Jewish lives just to make Arafat look bad in the eyes of the Arabs?</description>

The diplomat was probably obliged to report the incident, and so the incident was reported and the report was filed away. That&#039;s all.

Or an Air Force Intelligence person filing a report that saucer nuts think that their is a top secret facility in Roswell New Mexico where &lt;i&gt;flying saucers&lt;/i&gt; are kept.

If those are found and released, the you could see those headlines &quot;quoting&quot; the documents as if they were serious admissions by the government.</description>
