The Israelis are shelling lightly populated areas that are being used as lauching points.  Hence, when the article says &quot;Gazans are living with round-the-clock artillery shelling,&quot; there are very few of them in the areas actually being shelled.
IMHO, it would be far more effective for the Israelis to retaliate by shelling Gaza - the city, not Gaza, the strip.
