Yes it is a very good article. Emphasizes the new tactical dimension of electromagnetic warfare and warns against what the Imperial Japanese Navy called Victory Disease. Thankfully, Israels neighboring Arab Countries do not appear that they are (or will) change tactical doctrine in the near future. Still, hubris on the victors part continually needs to be suppressed.

You shouldn't worry too much about a strategic shift in tactical weaponry from an attack using fighter jets to an attack using thousands of rockets.

Rockets have a shelf life and require maintenance. The more rockets they have the more money needs to be spent to maintain/replace them. The wealth of the country in question determines the critical mass of rockets that they could maintain. A massive buildup could only be short term and be very visible to military intelligence (whereby diplomatic forces step in and the US will counter this buildup with its own forces).

Furthermore, a new and untried weapon is on the horizon making massed attacks (or massed armament for that matter) are very precarious venture: The Electromagnetic Pulse Weapon.

Given the propensity of Israel to be at the forefront of military tactics and innovative inventions, they probably have something like this in the works or already in place.
