Then the article contradicts the headline:
Abu al-Walid al-Dahdouh, the commander of the group’s military wing, the al-Quds Brigades, was hit as he drove past the Palestinian finance ministry.
So here is the real cause. A free advice to the spirit of late Abu al-Walid:

Stupid BBC. The PA itself said there was no evidence of a missile, and Israel denied it. A witness said he thinks it was “booby-trapped”. Ugh. I posted about this earlier – I can’t believe how many news orgs put ‘Israeli Missile Strike’ in their headlines.
Scratch that – yes I can.
